I bring this important point to the attention of our allies and the European Union leadership at every opportunity, on every platform. This is a fact: just as it is quite good to be an EU member, when non-EU member allies like Türkiye are not fully included in the Union's defense initiatives, the impact of these initiatives will be very limited. On the other hand, certain barriers to the trade of defense industry products among allies, although somewhat reduced, still continue. These must be removed unconditionally and without exception as soon as possible. We ensured that this point was specifically emphasized in the summit declaration.

During my meeting with the President of Lithuania, Gitanas Nausėda, we focused primarily on our defense cooperation and agreed to work together within the Drone Deal format: our countries now have such bilateral agreement. The agreement is intended to strengthen both our countries in defense, and importantly, it is built on the principle of reciprocity – we support our partners who provide real and tangible support for our defense. A Ukrainian military expert team will work in Lithuania to develop the necessary security capabilities, first and foremost to counter modern threats and strengthen the security of our countries and the entire region. The challenges we face are shared, and we must overcome them together. We value Lithuania’s principled support and its readiness to strengthen defense and make it truly capable of responding to any Russian attacks. I am also grateful to Gitanas Nausėda for his clear position on our European integration – all six negotiation clusters for Ukraine should be opened.

We want to be in the European Union. And I am confident that if some representatives of the EU do not make mistakes, we will be there. We are already strengthening the EU, first and foremost from a security perspective. And today, security is a priority for everyone. A union that could be much stronger – I believe this would be a union of such countries as Norway, Ukraine, the United Kingdom, and Türkiye. These are four countries that the European Union is lacking. Because Türkiye and Ukraine together outmatch Russia’s army: from control of the Black Sea to control of airspace. However, some European countries are trying to exclude Turkish defense companies from new procurement programs aimed at increasing Europe’s defense capacity. We do not agree with this. Türkiye is a NATO member. Therefore, we see no valid reason to exclude Turkish defense companies. Hungary–Türkiye defense cooperation will continue to advance.

Ukraine and Poland are preparing to host the Ukraine Recovery Conference this June. It is especially important for us that, for the first time, this annual conference will include a dedicated security and defense dimension – a key pillar of Ukraine’s recovery alongside energy, private sector development, human capital, and infrastructure reconstruction on the path to EU membership. I spoke about this at the “Road to URC” event in Rzeszów. Since the beginning of the full-scale invasion, Ukraine’s defense industrial production capacity has increased 50-fold. Nearly half of the weapons used by our Defense Forces are produced in Ukraine. We have one of the fastest innovation cycles: from idea to active combat deployment in as little as three months. Ukrainian drones, ground and maritime systems, electronic warfare capabilities, counter-drone solutions, and new types of missiles are already changing the nature of modern warfare. The world is very interested in this experience. We are ready to expand cooperation and integrate Ukraine’s defense industry into the European space. The “Build with Ukraine” and “Build in Ukraine” initiatives create tools for developing joint ventures and localizing production both in Ukraine and in partner countries. This is a shared investment in the security of our continent. I am grateful to the Ukrainian defense manufacturers who presented their stands in Rzeszów. Ukraine is ready for defense partnership. We will continue developing these contacts at the conference in Gdańsk this June.

As a responsible ally, we not only set an example how to boost our common security by spending almost 5% of our GDP for defense. As President of the Republic of Poland, I proposed that member states allocate a minimum of 3 % of GDP for defense. We are NATO. We must act now.

European Union – we are working at the EU institutional level to address existing supply shortages. The Netherlands — there is a readiness to continue investing in weapons production in Ukraine. Northern European and Baltic countries – full support, which means new aid packages, new investments in weapons production, and new political initiatives that will strengthen both Ukraine and Europe. Full membership in the European Union is a complicated process that cannot guarantee quick integration of defense capabilities. Those are the reasons why the most effective instrument could be to look for some new instrument that would concentrate specifically on the integration of all the European defence capabilities. That is why we need the European Defence Union, which would allow to integrate defense capabilities of Ukraine, the United Kingdom, Norway with those of willing European Union member states. Such an integration would also be a strong security guarantee for Ukraine after the just peace is established.
