The phenomenon is called Subsolar Point and actually happens twice a year at any point within the tropics, between latitude 23° North and 23° South.

This happens throughout the tropics because the sun is at its zenith, or directly overhead, at the latitude where the region is located. The sun moves from one tropic to the other in six months, which is why the phenomenon is observed twice a year

Happens for any latitude between the Tropic of Capricorn and the Tropic of Cancer, depending on the time of year. Not just in Hawaii.

So yeah, anywhere between the two Tropic lines will experience this at the some time.

@grok is there a specific date for this phenomenon? Makes sense. The sun is at a 90° angle to that part of the earth. With it being directly overhead it would not leave any shadow other than the bottom of the object.
