Why would a first home buyer, who is probably borrowing to their limit, buy a property that will be lower in value than the loan? The bank will make a call on them to fix the LVR or sell the house from under their feet.

I presume three rate increases have nothing to do with fall. New applicants need to have a buffer as well - lenders need to be sure they can meet a higher interest.
