Two things can be stated with certainty based on the geological and paleoclimatological record. Profound and abrupt climate change will occur again, and no legislation passed in Washington or anywhere else is going to alter that. These shifts have happened too many times to count, across timescales that dwarf... the entire industrial era, driven by forces that have nothing whatsoever to do with carbon dioxide concentrations in the modern atmosphere. A complete cessation of fossil fuel use tomorrow would not change that underlying reality by a single degree.
