It's systematically observing how you respond under specific conditions. How leadership responds. How institutions respond. Institutional secrecy isn't hiding from them. It's hiding the interaction from you. That's the real governance question: why does your own civilization's leadership conceal what's happening between civilizations? That reveals whose interests are being protected.

If the military ran those ops, unverified but reported, then someone decided these objects have a mind behind them. That is the story.

The luring operations were not 'conducted by the US military.' Skywatcher, a Sol/disclosure foundation linked entity got permission to use some space at white sands. White Sands regularly does this for private orgs and provides instruments and sometimes personnel to help. At a minimum skywatcher would have had escorts while on the range. That has been laundered into "government participation."
