Pardon my lack of knowledge, but do breakcore artists normally make their own break beats or do they just grab samples from somewhere? The only ever video I saw of the process (it was someone making ultrakill styled music lololol) they used a sample for it, which confuses me

Depends on the artist, but usually the artists that focus on making music with breaks will cut and edit their samples to make new beats, while artists who only use it as a gimmick or amateur hobby tend to use pre-made beats with no edits. Either way is fine, though.
