During the Ming dynasty, the Tartarians didn't rule them. That soon changed in 20 years when the Ming Dynasty blew-up in a 'mysterious Mushroom cloud', in 1628 and were then ruled as Manchu-Tartarians.

The word, 'Black' is a fairly new-word [read: i100s-i200s?, translated from old/lost manuscripts, I believe] The first time I can remember reading about different 'colors' and 'distinctions' with the Tartarians was about i300s.[?] They mention the "Fair-haired/Fair-skinned Tartarians from the north" and the, "..Dark-haired/Dark-skinned and Dark-eyes, from the Steppe".. ..And there were [in these books] "..Water Tartarians.." and "Fire Tartarians.." Take from that what you will.
