Why is the government even allowing production of plastic packaging?

Train 12009 is late on daily basis from the starting station itself. Why don't the railways change the official timing by 15 mins so that people don't have to rush to the station and then waste 15 mins waiting for the train... Imagine how many man hours will be saved @PMOIndia
