There are many counties in Minneapolis. Some of them do coordinate with ICE. Just one county that you're referring to doesn't allow that coordination to happen. Here's one of the reasons why that might be the case. Because there have been several counties in Minnesota that have been sued by people who have been detained for longer than they were legally allowed to be detained.
