It is completely unnecessary for UNRWA to exist. UNRWA creates a separate definition of "refugee" for Palestinians that the rest of the world doesn't get to use. The UNRWA definition for Palestinian makes "refugee" an identity which applies to all descendants in perpetuity rather than just to the initially displaced people themselves. By doing that, you keep the idea of "refugee" status alive. Then you call everywhere that Palestinians ("refugees") live a "refugee camp" even if it is literally a city, so that if Israel ever arrests a terrorist there, you can claim that Israel has targeted a "refugee camp." Then you make UNRWA the main organization providing education, instead of having most schools be Palestinian government schools. That way, when non-UNRWA Palestinian government institutions start teaching more of the population, you can claim that Palestinian children are "dropping out" and that UNRWA therefore needs more money. It's a massive scam. The whole thing is a massive scam. UNRWA exists to prevent Palestinians from being self-sufficient, to keep the UN bureaucracy growing, and to collect money from governments around the world, much of which is siphoned off (by Palestinians who work for both UNRWA and HAMAS) rather than actually being used for its stated purpose.
