Unused special effects footage from Mothra vs Godzilla (1964).

In some cases it's just alternate takes of what does make it into the finished film due to technical errors or opting to go with different framing. For example, Godzilla's reveal here uses a full body shot as opposed to the tighter framing the filmmakers ultimately went with.
