At approximately 1600 hrs, Indian Coast Guard Ship Sachet intercepted a VHF RT distress call from a fishing boat located about 33 nautical miles off Suratkal coast, reporting severe flooding and hull damage due to rough sea conditions, placing the lives of all six crew members at imminent risk. The rescue operation was carried out under extremely weather conditions. Despite these formidable challenges, the crew of ICGS Sachet executed the operation with remarkable efficiency. PCG Implements Kadiwa Operation in Bajo de Masinloc and Offers Assistance to CCG Following Maritime Incident In response to the presence of around 35 Filipino fishing vessels in Bajo de Masinloc, the Philippine Coast Guard (PCG) deployed the BRP Teresa Magbanua and BRP Suluan, along with MV Pamamalakaya, early this morning to carry out the “Kadiwa Para sa Bagong Bayaning Mangingisda (KBBM)” initiative. During the operation, Philippine vessels and fishermen encountered hazardous maneuvers and blocking actions from other vessels in the vicinity. In particular, the MRRV 4406 was targeted with a water cannon, but the seamanship skills by PCG crew members allowed the vessel to successfully evade from getting hit. In a related incident, a collision took place between China Coast Guard (CCG) vessel 3104 and People's Liberation Army Navy (PLA Navy) ship 164, approximately 10.5 nautical miles east of Bajo de Masinloc. The CCG 3104, which was chasing the BRP Suluan at high speed, performed a risky maneuver from the PCG vessel's starboard quarter, leading to the impact with the PLA Navy warship. This resulted in substantial damage to the CCG vessel's forecastle, rendering it unseaworthy. Following the collision, the PCG immediately offered support, including assistance with man-overboard recovery and medical aid for any injured CCG crew members. Meanwhile, the MRRV 9701 safely escorted the Filipino fishermen to a secure location, where they are now being provided with essential fuel and supplies. BFAR Vessels Face Harassment from Chinese Coast Guard and PLAN Helicopter During Scientific Survey The Bureau of Fisheries and Aquatic Resources (BFAR), supported by the Philippine Coast Guard (PCG), has reported an alarming incident involving harassment faced by its patrol vessels, BRP Datu Pagbuaya and BRP Datu Bankaw, while en route to Sandy Cays for a marine scientific survey and sand sampling on January 24, 2025. During the mission, the BFAR vessels encountered aggressive maneuvers from three Chinese Coast Guard vessels 4106, 5103 and 4202, which exhibited blatant disregard for the Convention on the International Regulations for Preventing Collisions at Sea, 1972 (COLREGs). Fortunately, the skilled seamanship of the BFAR crew prevented any potential accidents during these dangerous confrontations. In addition to the actions of the Coast Guard vessels, four small boats were deployed by the Chinese Coast Guard to harass the two BFAR rigid hull inflatable boats (RHIBs) that were transporting personnel to the Sandy Cays. Compounding the situation, a People’s Liberation Army-Navy (PLAN) helicopter, identified by tail number 24, hovered at an unsafe altitude above the BFAR RHIBs, creating hazardous conditions due to the propeller wash. As a result of this continuous harassment and the disregard for safety exhibited by the Chinese maritime forces, BFAR and PCG have regrettably suspended their survey operations and were unable to collect sand samples at Sandy Cays. Both BFAR and PCG remain committed to their mandates and will take all necessary precautions to ensure the safety of their personnel and vessels in the pursuit of scientific research and resource management.

As of today, a total of 20 FADs have been strategically deployed in these areas, as identified by local fishermen. During the operation, a significant number of Filipino fishing boats actively participated in supporting the deployment of FADs, demonstrating the community’s commitment to enhancing local fisheries. The primary objective of this initiative is to bolster the livelihoods of Filipino fishermen by improving their fish catch, while also contributing to the national government's Kadiwa para sa Bagong Bayaning Mangingisda (KBBM) program, which aims to ensure a sustainable and affordable supply of fish. Admiral Ronnie Gil Gavan, Commandant of the Philippine Coast Guard, deployed three 44-meter Multi-Role Response Vessels (MRRVs) for the operation, while BFAR Director Elizer S. Salilig sent out the 5001 PCG-manned BFAR vessel and MV Mamalakaya. Throughout the operation, the PCG and BFAR faced radio challenges and dangerous maneuvers from four China Coast Guard vessels attempting to hinder the deployment of FADs.
