Looks like he panicked. Surrounded by hundreds of people, some banging on his car. Hard to call. Def not a "terror attack" though.

Mate, he drove into a crowd. That's terrorism. Whether fuelled by road rage or not, that's no excuse. If I saw a crown of 100,000s id wait or get a taxi to where im going and get my car later. There isn't any justification for what he did. He caused terror. That's terrorism
