Ursula von der Leyen stated that EU countries have agreed to finance Ukraine through EU borrowings on capital markets in the amount of €90 billion over the next two years. She emphasized that the mechanism will operate on the principle of a "reparations credit": Ukraine will be obliged to repay these funds only after Russia pays reparations. Until then, the frozen Russian assets will remain blocked, and the EU reserves the right to use available cash balances to finance this loan. "A just and lasting peace for Ukraine was the motto of today's discussion. We gathered with a clear goal to address Ukraine's financial needs for the next two years, and I am very pleased to announce that we have succeeded. Ursula von der Leyen: We have one ultimate goal in this summit and that is peace for Ukraine, peace with strength, and for that Ukraine needs to have a secure funding for the next two years. I have made two proposed options on the table for this funding. One is funding through the EU budget, borrowing against the budget, and the second possibility is the reparations. So today we will have the discussions about which one or who to use. There will be intensive discussions. For me the most important part is that at the end of the day we have secured the funding for the next two years.
