I see more of an evaporation difference

Cooking oil, with a higher boiling point (around 200°C for common oils like vegetable oil) compared to water (100°C), allows for a more rapid and uniform heat transfer, leading to the corn kernels popping more efficiently and producing popcorn, whereas water's lower boiling point and different heat transfer characteristics result in less effective popping.
