My guess at what she is saying is that there appears to be a limited number of steps in which inorganic compounds may assemble themselves. And at this point in time it appears that this number is 15. Above which only organic (living molecules) exist. This number is not firm as we cannot assume we have identified every inorganic compound in the entire universe. However thanks to spectroscopes we have identified almost all the elements, with the exception being the highly radioactive/unstable transuranic elements formed during the creation process. The ramifications of this discovery/determination is TBD.
