I'm not sure the administration has a leash on the Qataris, Europeans, or Asian countries eager to funnel cash to the IRGC for discounted oil and export financing. A ban on dollar transfers must also prohibit any country from sending funds or bartering with the IRGC and its 10,000s of front companies, assets managers and operatives throughout Europe and around the world
