However many customers are taking advantage of it by ordering a burrito with double meat, then loading up on so many toppings it becomes impossible to wrap with a single tortilla, then they order another tortilla on the side and agent they get home they will take some of the filling from the huge burrito and make another burrito with the extra tortilla they got on the side.
