They are effective in rehabilitating offenders. Like any other institutions. For a person to be rehabilitated it comes from a person, its a will and determation that no one can give you. One can do it for themselves 👀

Correctional facilities have become universities of crime. Majority of parolees graduate into career criminals who perpetuate the most violent crimes. No rehabilitation to be spoken about really.
