No the NFL does not pay an appearance fee (above the local union minimum), but it does cover all of your travel and production costs. Performing during the most watched live production of the year DOES generate millions of dollars in increased stream royalties, tour bookings, etc. So, yes, Superbowl halftime performers make millions from their appearance and spend $0 on the production.
