Would an example of this be Grimmsnarl using a midgame Itchy Pollen because they need one more turn to build up Froslass damage?

Reasonably so - they occur when conventionally progressing the game state (eg. Using shadow bullet) would cause a disadvantage. Such as attacking with grimmsnarl without any backup impidimps

chess is a great resource for example thinking turns in advance. Playing moves forcing your opponent to make specific moves. Setting traps and different openings, all these apply to Pokémon too

Yup! Slightly different but same underlying concept - making "progress" can be detrimental
