The result has been **nationwide suffering of animals**, unregulated commercial breeding, corruption, and non-implementation of laws meant to safeguard animal lives. --- ### **1. Zero Enforcement & Regulatory Collapse** Despite clear mandates under the PCA Act and ABC Rules, AWBI has failed to: * Ensure enforcement of animal welfare laws by state authorities. * Push municipalities and state governments to implement sterilization, vaccination, and cruelty-prevention programs. * Act on Supreme Court directives, including setting up State Boards and SPCAs. The Supreme Court gave AWBI the role of watchdog; instead, it became a **silent spectator**. --- ### **2. Outdated Laws Left Unamended** AWBI has not effectively used its authority to: * Recommend amendments to the 60-year-old Prevention of Cruelty to Animals Act. * Push for stronger penalties, despite rising cases of brutality against pets, strays, and working animals. While citizens have demanded reforms for years, AWBI has offered excuses—not action. --- ### **3. Non-Functional State Boards & SPCAs** Even after court orders: * Many **State Animal Welfare Boards** remain non-functional. * Numerous districts have **no SPCA** at all, blocking cruelty cases from being handled properly. * AWBI has taken **no strong steps** to ensure states comply. This vacuum enables cruelty to flourish unchecked. --- ### **4. Funding Mismanagement** A Government-linked report from 1999 exposed: * **Mismanagement of funds** by AWBI. * Funds disbursed without proper audits. * Mismatched accounts from NGOs receiving grants. To this day, citizens struggle to track how AWBI allocates or uses its budget. --- ### **5.
