An Interior Department spokesperson said the residual algae is part of the "normal startup process" and they are removing it. It was recently drained, cleaned of algae and debris, and the bottom coated in bright “American flag blue” paint to fix leaks and make it look cleaner. That’s exactly what’s lit up on the bottom right now, that vivid blue coating. It’s part of the same big beautification push as the fountains.
