The infrastructure once built is worth more than the upkeep. It could and should be repurposed, ironically even for better educational aspects or greenhouses or rentals or storage. But certainly streamlining that makes sense to me. I would not haphazardly shutter or destroy property or systems that were built up, though. I would maintain/continue them into their next iterations. That being said, where there are possibilities to wind down things that are indeed only consuming but not providing anything to anyone...well, then certainly that means more money for everyone to spend on what is desired vs what is just sitting there doing zero.
