Absolutely there was. There is no possible explanation that comes close to the mistakes made. Since the early 90's I have been aware of VIP visits and since the early 2000's actively involved in securing V(1,2,3)IPs. The lack of procedure was at a whole new level of low in this recent incident. Not even in JFKs assassination by the same dirty group, was there this much deliberate failure.
