The better angle is from the sidelines, I don’t think they’re arguing as much a false start vs illegal procedure and movement of more than 1 player. I think it’s gray area, the reality is the defenders thought it was a motion penalty and got caught flat footed. If the whistle isn’t blown you have to play football
