Also the first sentence of the preamble of the Constitution says "we the people of South Africa". The argument that the Constitution includes everyone is padeling ignorance.

Section 17 of the immigration act days that every foreigner must have a medical treatment permit approved by Department of Homeaffairs. The definitions it defines who is a foreigner and who is an illegal foreigner. Now all these people can approach Doctors without boarders.
