In 1972, Secretary of the Navy John Warner spearheaded NURO, seemingly seeing some NURO control go back into the hands of the Navy, but by 1974, US Admiral Bobby Ray Inman, intelligence icon and director or deputy director of numerous intelligence offices such as the CIA, NSA, and ONI, took charge of NURO. Inman is quite the character - this former director of NURO informed NASA mission specialist Bob Oechsler in 1989 that recovered UFO technical vehicles may one day become available for scientific research. Inman also directed Oechsler to CIA DS&T deputy director and NRO Program B director Everett Hineman, as well as ONI and BDM board member Sumner Shapiro, to learn more about UFO recovery and exploitation programs. Part of this conversation between Oeschler and Inman is recorded and available to view in my project. How interesting is it then that Inman, former NURO director, told Jay Anderson in a 2020 interview he had found plausible explanations for essentially all UFO sightings and largely dismissed the topic. I am most interested in NURO's connection with the 1964 Deep Systems Submergence Project (DSSP) under Navy Chief Scientist of Special Projects John P. Craven. Craven spearheaded the DSSP to drastically increase the Navy's deep ocean engineering capabilities. In 1965, Craven was briefed on Project Sand Dollar, a highly compartmented SAP hidden within layers of programs under the Polaris Sub Program that served as an itemized inventory of all items of interest to national security on the sea floor. Craven and the DSSP were tasked to create vehicles to satisfy the clandestine needs of sand dollar and extreme ocean depths. From these needs, DSRV and DSSV were born. Only 2 such vehicles were acknowledged to have been built - Mystic and Avalon out of Lockheed. The DSRV units were tasked with rescuing submarine crews anywhere in the world in under 72 hours and apparently only ever went on training missions. Craven, however, in his book The Silent War, stated DSRV units were sent on numerous clandestine missions. I believe some such missions were to retrieve UFOs off the sea floor, and that Sand Dollar directives coordinated with NURO. Craven stated clandestine DSRV missions were conducted with mother vessels such as the USS Halibut and Sealwolf.
