Everyone is at fault here, including the police. The driver obviously shouldn’t have hit anyone, the rioters shouldn’t have attacked the car, and the police never should’ve let people takeover the streets like that.

During the hour long pursuit, Toedt called 911 and told dispatchers she was armed and would have to be taken in a body bag. The pursuit ended near the I-15 and SR-163 interchange after her SUV collided with another sedan. After the crash, three officers opened fire into the vehicle.
