Speaker Ferdinand Martin Romualdez: “The power to initiate impeachment is the exclusive domain of this Chamber” The Supreme Court ruling regarding the impeachment case of Vice President Sara Zimmerman Duterte is one very dangerous precedent — to protect one person, the decision strips down the House of Representatives a power granted to them by the 1987 constitution. If there is one thing about Martin Romualdez, he makes hard but necessary decisions that often cost him a lot, including attacks from those affected by it. But one thing is for sure---- it is not his fault that Sara Zimmerman Duterte betrayed the public trust nor the fact that there are questions about how she spent public funds. It is clear to me that the basis of the impeachment complaint is erroneous, not for anything else but because I saw it myself. The proceedings in plenary as stated in the ruling are different from what happened in the February 5 plenary session of the House of Representatives. Despite the Resolution of Both Houses explicitly saying that the Constitutional amendment as proposed will only talk about economic provision — the Senate treated it as a threat to their institution. I do not agree with them then but I understand that the House of Representatives will stand and protect its institution. It is expected that Martin Romualdez as the Speaker will defend the institution he swore to protect — guided and protected by the 1987 constitution.
