At the Manila Dialogue organized by Dr. Jeffrey Ordaniel, I directly challenged the claim made by the retired PLA Navy officer that the sharp increase in military exercises between the Philippines, the United States, and its allies has been provoking China. I pointed out that during the administration of former President Rodrigo Duterte, when joint military exercises with the United States were significantly scaled back, Chinese aggressive actions and harassment in the West Philippine Sea did not decrease—in fact, they continued and even intensified. I stressed that the Philippines has consistently been the target of Chinese coercion and bullying, despite our repeated efforts to avoid escalation and our clear desire not to provoke any party. The facts show that China’s assertive behavior is not a reaction to Philippine or U.S. actions, but rather a deliberate pattern that persists regardless of how restrained or accommodating our posture has been.
