Is/are there any techniques specifically to AI art to create such animations? This looks like around 4 iterations of the legs moving. Do you just repaint them as needed or use somesort of tools?

I draw everything entirely by hand. AI is still quite immature when it comes to generating even static pixel art, so I don't think there's a good solution right now; while many developers use AI to create pixel art games, the resulting visuals are usually terrible.
