Rebels can stay in an area for two days undetected but let An opposition party open an area office and see the army of soldiers clobbering them.....style up.

What is this Commander saying? Why is there failure of operational military intelligence in these two incidents (Kasese & Somalia)? How can rebels be in the area for two days and the military is not aware? What about ISO, Police? @UPDFspokespersn @OkothOchola1 #ISO
