I’ve heard from a few SWAT buddies they are moving their teams to free flow for two reasons. 1. Generally a hostage rescue or active shooter( assume the risk associated with free flow to prevent loss of life) 2. American construction (mostly stick and frame with drywall) does not work for the GWOT style points of domination and slower movement. Cracks heads shoot through walls when they are cornered apparently.
