The problem is the replacement of local workers with cheap labour. I grew up in Soweto, where many of our neighbors performed those same jobs. However, there was never a succession plan because the employers were not interested in hiring locals.

In Germany there is a department of customs that goes to businesses to check on the documents of workers. If they employ illegal workers they are fined, and can be shut down. She should not be employing undocumented workers in the first place.
