We are proposing changes to the procurement laws to require those spending public money to buy food from Ghanaian farmers. Government money must support Ghanaian farmers and create Ghanaian jobs.

It must be compulsory for all state agencies to buy made in Ghana and produced in Ghana unless that product is not in Ghana.

Great move! But FIX THE SALARY GAP TOO! How can mps be taking a whooping ghs60,000 every single month while teachers & other essential workers are expected to survive on a fraction of that? Push them to 9k-15k at least. The disparity is TOO MUCH. Balance the system!!

Note only farmers all sectors. Begining with farmers is a good start. Eg your farmer support proposal in the last budget. Partner with a local company set them up to fabricate and assemble tractor and others, buy them for your farmer support, let will sell others at open mkt, grw

We have to ensure there is traceability of the food items. From farm to market/storage. The Agric Ministry must ensure we have ability to track. We have to avoid repackaging imported food items as made by Ghanaian farmers.

Do same to the security services... I work in the food supply Depot of the GAF. The rice brands that are supplied there for the consumption personnel are mostly Foreign brands. Meanwhile, our farmers can equally supply good varieties the GAF to save the economy @Cassielforson

Honorable, Congratulations for all you have accomplished so far. My concern is WHAT are you doing to ensure that the informal sector gets taxed appropriately and fairly? Gov't needs money from taxes but just a fraction of people are in the tax system currently. Until when?

It is Ato Forson proposing a procurement-law change so anyone spending public money on food must buy from Ghanaian farmers. His own numbers, and the dollar pipe he runs, are the rebuttal. What he actually says. Free SHS is a GH¢5 billion budget, feeding is about half of that, “let us even say GH¢3 billion.” Farmers have a glut, so stop importing food for schoolchildren. Add the school-feeding programme and “together we spend GH¢5 billion every year.” Change the procurement law to force those buyers onto Ghanaian farmers and call it job creation. The arithmetic does not survive his own colleagues. On 22 September the Education Minister, Haruna Iddrisu, said the 2026 allocation for feeding under Free SHS is GH¢4.2 billion, inside a GH¢9.6 billion envelope for the schools. That is not a GH¢5 billion programme with feeding at half, and it is not “let us even say GH¢3 billion.” Half of 5 is 2.5, not 3. Separately, the Gender Minister said on 16 September that the Ghana School Feeding Programme (basic schools, not Free SHS) is budgeted at GH¢1.983 billion in 2026, at GH¢2 a meal, for 4.53 million pupils. Add the two published feeding lines and you are nearer GH¢6.2 billion, not a round GH¢5 billion. He is rounding a press line, not reading the budget. A glut is not a school menu. The same day’s Feed Ghana briefing says maize is above national consumption, rice sufficiency is 56 percent (up from 42), and poultry is 21 percent (up from 5). Tomatoes are rotting for lack of buyers. School kitchens need rice, oil, protein and something that stores. Rice is still close to half imported. Poultry is still about four-fifths imported. A seasonal maize or tomato pile does not replace the import bill. The binding constraints are storage, milling, cold chain and payment. School-feeding caterers have a long record of arrears. A law that forces them to buy local, while the grant stays at GH¢2 a meal, produces smaller portions or unpaid farmers, not a new market. The policy he actually operates cheapens dollars for importers. GoldBod’s own September update, out the same day as this clip, says it generated $1.871 billion from artisanal gold. Commercial banks took $701.3 million. The Bank of Ghana took $1.170 billion. For October the split flips: $1 billion of a $1.5 billion target is earmarked for the banks, and only up to $500 million for reserves. The Bank of Ghana has already signalled it will not run its own October FX intervention. Those bank dollars are for imports and payments. That is the opposite of protecting farmers. A stronger cedi makes the food import he says he wants to stop cheaper, and it is bought with gold the state paid for in cedis. The gold pipe is not free. An IMF review put losses on the old Domestic Gold Purchase Programme at more than $1.7 billion in 2025, about 1.5 percent of GDP, from assay and service fees, discounts on gold sales, and exchange-rate losses. Costs were still 11.4 percent of gold bought in the first quarter of 2026. From July 2026 the operating loss was moved off the Bank of Ghana’s books onto GoldBod and the government. The loss did not vanish. It now sits with the ministry making this speech. Buying gold at a smuggling-beating price and selling the dollars into the banks means somebody eats the spread. That somebody is the public, not the importer. “Force them to buy local” is how the margin leaves the farmer. A captive public buyer with no published price formula, quality spec or competitive bid is a middleman’s market. Buffer-stock and school-feeding procurement already work that way. The farmer with the glut is not the person who wins the contract. The usable line: he is advertising a GH¢5 billion local-food market he cannot add up, for crops the schools do not mainly eat, while the programme he oversees is lining up $1 billion in October gold-dollars for the banks that finance the imports.

Ghc 5bn is huge. Put schools online and create jobs for the parents. Parents cannot procreate for government to procure. This move kills several birds with 1 stone. Job creation, tech savvy citizens & a kickstart of Ghana's digital transformation proper. We dey Ai Age now👁🇬🇭
