This is misplaced argument. People of Bihar and UP own properties, businesses and services in other states, they give GST to those states. How is that not important. If people of Bihar and UP go back to their respective states this Giving ₹1 and getting ₹0.29 will fall flat. This whole argument is flawed. It is another debate, why people of Bihar and UP and other states migrated.

So it's a clear case of bias and misuse of the people's tax monies of southern States. Only because they did not vote Ruling party in power. Funny how democracy/governance is selectively used or misused. Its really sad story

South has always accepted the injustice done by Center, we really want to see poor states to improve but how many more decades will this continue. There should be an end to this because imagine how South wouldve developed had the center return our hard earned equally or more.
