We have a teacher in my faculty who would've missed out on this by just 2-3 terms as they started with us in mid-late 2020 instead of the start of 2020. Is there any way this scheme will be extended to staff on a rolling basis?

Yes, but what about the 1000 plus substantive teaching positions illegally removed via illegal dismissals & or forced out. There was a war on teachers in NSW to remove experienced teachers since 2012.

Why are TAFE teachers still refusing to complete marking of completed courses thus stopping students from achieving their qualifications and getting a job? Is this still due to ongoing industrial action that you refuse to answer?
