It wasn't clear from this (I watched the whole sentencing) but the guy received 32 to 48 months in prison (with credit for 120 days he'd already served). The Tanner rule that the judge mentioned requires the minimum sentence to be no more than 2/3 of the maximum 4 yr sentence.

People should not be sexually violating animals. I’m only slightly relieved that no human victims were involved, but still, this sort of deviant behavior cannot exist in our society. He even went as far to abandon the dogs that refused his advances. Look at the size of him! What he put those defenseless dogs through is reprehensible.
