We need to bring back public shaming. Cross-dressing and perversion aren't new phenomena, but what is new is our complete refusal to call it out. When society accepts everything, it stands for nothing, and perverts walk around without a shred of shame.

There's the problem of incentives: social media have created the "rage bait" phenomenon, which is pushing stupid people to do outrageous things. But of course, at the root of every big problem you can always find the State. There's a subsidy somewhere paying for this.
