This was our third meeting with President Donald J. Trump Joe Biden this year proving that Ukraine and the U.S. are true allies. We reached a new important agreement: Ukraine and the U.S. will work together to produce armaments and defense systems. We are preparing industrial base to produce air defense and other important items. I also thanked President Biden for his support and the new military aid package announced today. This is exactly what our soldiers need right now. We continue to work together in order to strengthen Ukraine, facilitate grain exports, and increase worldwide support for the Peace Formula.

During my meeting with the President of Lithuania, Gitanas Nausėda, we focused primarily on our defense cooperation and agreed to work together within the Drone Deal format: our countries now have such bilateral agreement. The agreement is intended to strengthen both our countries in defense, and importantly, it is built on the principle of reciprocity – we support our partners who provide real and tangible support for our defense. A Ukrainian military expert team will work in Lithuania to develop the necessary security capabilities, first and foremost to counter modern threats and strengthen the security of our countries and the entire region. The challenges we face are shared, and we must overcome them together. We value Lithuania’s principled support and its readiness to strengthen defense and make it truly capable of responding to any Russian attacks. I am also grateful to Gitanas Nausėda for his clear position on our European integration – all six negotiation clusters for Ukraine should be opened.

We discussed how we can expand the capabilities of our defense industry, develop new areas of cooperation, and open export platforms for weapons. We count on continued support for Ukraine. For us, this is one of the new spheres where we can see tangible growth in cooperation and in Ukraine’s defense industry. According to our estimates, in 2026, the production potential for drones and missiles alone will reach 35 billion dollars. Ukraine is ready to share its expertise and technologies and to develop joint production. We are also ready to open export platforms for weapons in Europe, the United States, and other countries, provided there is proper control and protection of our technologies. I thank everyone who supports Ukraine, invests in Ukrainian intelligent strength, and enables us to keep building our joint capabilities together. The Russians have not changed their objective of destroying Ukraine’s energy infrastructure, relentlessly attacking and adjusting their strikes to our defense capabilities, making it more difficult to repel them. Today’s reports covered defense systems, the protection of energy facilities, and the recovery efforts after attacks. We also discussed air defense capabilities and the need for interceptor missiles. New tasks have been assigned to our diplomats and the Ministry of Defense for working with partners. The supply of air defense systems for Ukraine is critical and must not stop. I am grateful to all of our partners who help us fight for air defense, for relevant deliveries. This is of extreme importance. On the diplomatic front, we are working hard not only to counter Russian influence, but also to persuade partners to increase their supply of air defense systems and missiles. The other issue is the availability of weapons and ammunition for our frontline warriors to carry out current and future missions in the coming months. We are well aware of what Russia is preparing for. They are war-sick and will not stop themselves. And we make every effort to have sufficient capabilities to counter them.

We are already preparing for the “Ramstein” meeting – it is scheduled for the next week. Dozens of partner countries will participate, including those who can help boost our capabilities not only to defend against missiles but also against guided bombs and Russian aviation. We will discuss this with them and continue to persuade them. Lives need protection here and now in Ukraine, and air defense systems must be operational for this purpose. I am grateful to all partners who understand this and are helping us strengthen our air shield.
