because brock thought cody was not deserving to be in the title picture at wrestlemania 39 and it should have been him instead so he attcked him it wasnt that deep tbh

They could have done a story like Cody winning WWE title was Brock's route back to being a champion as he couldnt challenge Roman anymore (already established) and he was angry at Cody for ruining that.

The leading theory is that Brock was hoping Cody was gonna win so that Brock could challenge him for the title, since he couldn’t challenge Roman anymore as long as Roman was champion.
