She's not. Literally all of the language don't even use the same VA as Raiden. You might say but "Acheron's EN VA is not the same as Raiden Ei" but EN is irrelevant in this case since JP voice for both of them are the same as Mei. Vike uses Sakura Ayane instead for JP lol
