That grand jury felt that there was not enough evidence to charge Comey on one of the counts. Halligan reprinted a new version of the indictment, and instead of re-presenting it to the full grand jury, she just had the foreperson sign it. This is a major procedural mishap because the indictment against him could be seen as invalidated.
