So when you catch actual shoplifters like this, do nothing other than make them give it back and do not prosecute them. They are just poor vulnerable people. But for everyone else, re-scan their shopping to check they aren't stealing, make them show you a receipt to be able to leave the store. Keep everything in locked boxes so it takes ages to get an item. Facial recognition cameras, security guard staring at you making you feel lime a criminal. In fact do this to all paying customers who have never stolen anything. Maximum inconvenience and make us feel like criminals while ignoring the real ones.
