Cannot understand how the ref gives a penalty against Hill but no yellow (at least)???

Jonny Hill was lucky not to get yellow card for putting his elbow on the throat of the Quinns player.

Hill took it a bit far with that elbow, should be at least a yellow. The rest was just handbags.
