A third of the Nuclear arsenal was kept in Ukraine because they were the USSR, Ukrainian Soviet Socialist Republic a 3rd of the soviet union. The Soviet Union was not just russia. In addition, 1954, Russian SFSR placed Crimea under the control of the USSR for administrative reasons. Not a permanent transfer.
