That’s a Blanket Octopus. Their sightings are extremely rare as they dwell in the deep sea and hardly ever swim to the surface. They rise to the surface when they’re sick or near death, much like the one in the video. They’re most commonly spotted in New Zealand.

That’s a female blanket octopus. They have a long, fleshy 'cape' enclosing their tentacles. This cape makes the octopus appear larger and more intimidating to potential predators.
