Actually, those pipes are fire sprinter systems that actually protect the structure. I’ve been in a fire sprinkler business for 30+ years and know exactly what I’m looking at. Those red boxes are flow switches for the water in case of a fire. A sprinkler head will break which will send a single to the fire department, etc. that are tampered.

So id like to know why our fellow Americans would even bid on the goverment contracts to build these places in the first place.

Probably to disinfect cells between occupants — imagine a homeless person w fleas/bugs or a deadly (real) disease — then it makes sense to spray disinfectant through pipes.
