Someone else suggests that they be called "Lost Boys", opining that the rest of society has a responsibility to provide them with something constructive to do. I have something constructive for them to do: be drafted into a civilian Urban Conservation Corps and put to work rebuilding degraded physical infrastructure as best their low mental capacity will support. It's either that, or send them back to Africa, the environment to which their genotype and phenotype are naturally suited by hundreds of thousands of years of natural, social, and biological selection. In either event, the obvious first step is to take whatever measures are necessary to stop their parents from breeding and thus producing more of them by the millions at public expense, thus polluting the environment with nasty little creatures who get their kicks by committing crimes and trying to cause traffic fatalities.
